The "Inefficiency Agency" would function as follows. Anyone could report an example of inefficiency to the Agency. This would be checked out as far as possible. A fine would then be levied on the body responsible. If the fine was not paid, then the body would be listed on the net, and elsewhere, as guilty of gross inefficiency. If the fine was paid, half would go to those reporting the inefficiency, and the other half for publising and running the service. Anyone could set up such a service on the internet.
