Inefficiency Agency

I may have mentioned before the need for some 'Inefficiency Agency'. On a recent trip through Los Angeles airport there was a wait of nearly an hour simply to leave the baggage hall. For about eight hundred passengers there were just two customs officers. Now it is true that many planes may have arrived together. It is also true that many passengers were Korean and may have had trouble with the English language. Neverthless this was one of the worst examples of sheer inefficiency in over thirty years of travelling up to 250,000 miles a year. How would this agency function? I shall describe that in my next message.
