MESSAGE FOR WEEK BEGINNING 17th April 2006 Flying Kites
There is a contradiction between a new idea and current general thinking. Democracies are designed to represent current general thinking. New ideas are a high risk for any democracy. So I have to design a 'Council for New Thinking' which has a very specific role in society: to generate ideas, to collect ideas, to publish ideas and to test ideas. The Council should never attack the government or seek to 'second guess' the government. The government may, however, use the Council to test new ideas and th 'fly kites'. Serbia is going to be the first country in the world to try out this new concept.
