Testing Ideas

How do you test ideas? You can do a physical experiment and see if that type of idea works. You can ask around to see if people like your idea. You can 'fly a kite' and see what the response might be.

Representative bodies like democreacies are not allowed to test ideas because they must be seen to know what they are doing. For this, and other reasons, I have been involved in Serbia in setting up a Council for New Thinking.This Council can generate, and collect, ideas and put them forward in an opinion poll. If everyone likes the idea the government can consider using it. The government can also use the Coucil to 'fly kites'and see how people respond to an idea - without having any responsibility for the idea. All democracies need such a Council to complement what they are doing. The Council would never attack a democratically elected government - or even second guess it.
